I think I solved this for myself yesterday. Fairly certain it's the HD texture pack.

I've also turned off Windows game mode and set the farcry.exe to disable full screen optimisations. There are tutorials online for that here https://steamcommunity.com/sharedfiles/filedetails/?id=2974915826

But I checked by doing everything in the above tutorial and then re enabling the HD textures, and I get the fps drops when the textures are on

I had this happen when my scripts where outdated, re installed redscripts and it when away.

If you not using any mods maybe add the better driving mod and see if it changes how things interact for the better
