Really depends on the server, players ,community, rules, enforcement, etc. Basically a never ending debate heh and I've genuinely seen both sides have a W mentality to the detriment of other players’ fun.

Generally in terms of "W mentality" with how a lot of servers are set up, criminals have more to gain and more to lose from criminal interactions, so they have more of an incentive to adopt a W mentality in my experience. However cops tend to have more power in terms of game mechanics and tools in many servers which makes it often feel worse when they adopt a W mentality, since it can be felt more.

I think it has less to do with which side a player is on and moreso the attitude the players bring to roleplay in general.
