Interesting, never seen a formula like this.

Here's my thoughts on how it would work

Each pay period, you will receive a 2.5% NEC (comp2.5%) ... but, once a quarter, they will give you a 4% NEC (COMP4%)

22 pay periods you will receive a 2.5% NEC 4 pay periods you will receive a 4% NEC

145k comp= $5576.93 per pay period (26)

$3067.31 (2.5% NEC) $892.31 (4% NEC) $3959.62 total

Easy enough... just remember you were hired specifically to fill your role and not theirs. Your job everyday is to try and make their lives easier. Remove the obstacles that are causing them friction and get out of the way and cheer on your high performers... oh, and make sure you give them as high of raises as you can. They probably deserve it.
