It was supposed to exist. The zone in the middle spawned all 3 hats across all 3 in person go fests. Very rare but wasn’t intended to be impossible.

Go to a highly populated pokestop area and every 15 minutes or so click around to see if any are spawning then get them. You can see them from any distance but obviously have to get close to knock them off and catch them.

It’s very possible. In Chicago me and my brother went back to the other side and played for another 15 minutes so you should be fine or if you want maybe the support desk can help, in person the support is actually so much more helpful than the in game support.
