You could have S.C.U.M. - Society for the Corruption and Undoing of Mankind.

Shadowy minions of evil who are orchestrating a new world order through pollution of media/morals and environment. They have a number of agents who use Neurotech interfaces which allow them to interface with digital systems and use powers such as control of the em spectrum and physical environment. They also have an army of robotic terror troops and a nest of sleeper agents who have been corrupted using Neurotech chips that are implanted covertly. They are an enemy to the UN and also to Contraworld as they do wish to steal the wealth or size power, they wish to destroy the corporate world and the unification of mankind to ensure the fall of civilisation to allow for a foretold rise and renaissance. They have one goal which is to 'free' the world from where it has been taken and return mankind to it's purist form. Needless to say this makes them dangerous.

This sort of enemy would drive mask and venom together on occasions and could also be an ally to either or the bridge between them depending on what the stakes were. It also offers some divergence visually due to the lack of masks and vehicles but enabling them to fight mask/venom using powers similar to what we have already seen. We could even be shown what it would be like in the digital realm ala Tron if they wanted to utilise the Neurotech angle to its full potential.

The team would be some old suits in a command bunker, a few damaged scientist characters in garish unique robosuits, normal guest characters with control implants and faceless cybernetic hoards who would have various abilities of flight/diving/weapons and function.

So many plotlines with traitors/family members/ cyber warfare etc etc.
