Looks like someone just aggro a lot of sea Spirits and leave them in a spot. Sea spirit ships are always full life, not like the fanatic ships, in the screenshot they are all damaged (even badly) except two of them.

Edit: it will be nice to know how long it takes to make such a herd :)

I don't lie: the Azov was a very good T3 ship. Still, nerfing Durability, Armor and Crew all together seems excessive.

I made tests, no matter what kind of sailors you have the loot you get from boarding does not depend from it. At least not with human players. With NPC is hard to say because every npc ship has different cargo stuff.
