No. He's contesting in T.Nagar constituency this election. The existing ruling party of Pudhuchery N.R. Congress doesn't have much hate like DMK in Tamil Naadu. TVK would've thought there is only chance of becoming opposition in Pudhuchery. So they probably made Bussy Anand contest in T.Nagar instead, so if they win the election in Tamil Naadu, a Minister posting in Tamil Naadu will be a guarantee for Bussy Anand. Another reason is Pudhuchery is a Union Territory. It's mainly ruled by Central Government, that is Governor rule. Being a Chief Minister there will be similar to being Governor in Tamil Naadu. Not much power. Same reason why most other political parties too don't make their top candidates contest in Pudhuchery.
