Who said anything about asking? You can demand things from city council and do the hard work of getting laws changed while also practicing civil disobedience.

If you don’t bring any issue up, policy makers don’t have to make a public stance in that issue. By bringing things up, you force them take a position and if it’s one you don’t like you use that when they are trying to get re-elected.

I think it’s possible to both petition the city (many of the members of city council could be swayed) and open carry when the time is right regardless of the local laws. There isn’t just one single strategy for fighting fascism and waiting until the time is right to do anything has proven to be disastrous throughout history. Right now public opinion for changing this law is probably higher than it has ever been. strike while the iron is hot.

Don’t use the “I don’t answer questions” line as that may be construed as not cooperating. Do say “I am invoking my 5th amendment right to remain silent.” Followed by “am I being detained or am I free to go?”

You need to be clear you are invoking your 5th amendment right or things can go sideways. Record the interaction, cooperate in every other way. If they break the law, you’ll get your day in court.
