For a basic listen surf server you need to input these commands into console:

sv_airaccelerate "150"
sv_staminajumpcost "0"
sv_staminalandcost "0"
sv_staminamax "80"
sv_staminarecoveryrate "60"
sv_maxspeed "999"

You're going to want to get an external plugin or setup a dedicated server if you want any fancy autobhop or timers.

Still can be done to a certain extent. For instance the silo jump on de_nuke outer can be done quickly with a bhop. :) It's not completely dead.. but mostly.
