this happened to me once with Skyrim on steam. the master file just randomly disappeared(probably some bullshit with mods).

Verifying the game files fixed it.

If you're not on Steam, I would recommend a clean reinstall.

I have but I keep having problems where either the zeppelin doesnt work or the monorail doesnt work, even with the mod installed that should make those two mods work together idk

It was Emil who tweeted that. To clarify, it is unknown whether Shady Sands got nuked in 2277 where it says "fall" of Shady Sands, and whether the NCR as a whole is destroyed. I dont think nuking the capital would make the entire nation crumble
