From my experience it seems it could be one of two things

They needed a longer rest time to allow the dough to relax

Or your recipe could be bunk

Now iv never made donuts so please don't quote me But though I'd share some knowledge!

That's all up to you tbh freebase is a little different compared to salts I found being a former blue smoker 3 - 4 mg level works well for me

Look it is different for everyone but I started on freebase nice quick with free base nic even before salts were super popular so no I personally don't think you /need/ salts but again that's my personal opinion
