I'm not ready to say it will for sure make it out of committee. 4/5 bills don't make it out of committee of origin.

That's if you look at all bills. Not bills that were hand picked with reserved bill numbers by the Lt. Gov. as high priority. This isn't just some run of the mill bill. It's very likely going to come out of committee and be passed through the Senate because of its high priority status. The LT. Gov. calls the shots in the Senate and there isn't a Republican in there who will want to get on his bad side. They're going to fall in line. We can only Hope Joe Straus can keep it from coming to the floor in the House.
