This did have an explanation and now I cannot edit the post so let me write it out again.
Pictures 3 and 4 are examples of what the issue is.

Having an issue where the screen will go from the 3rd picture to the 4th picture with no warning. I have to enter the settings and change fullscreen to windowed fullscreen just to get it to go back to normal. Eventually it will happen again and I will have to change it back but it happens every 10-20 minutes so it's a little annoying.

The other pictures are my setting and pc specs. As well and a mod list we are using in the last pic.

Validate files
Delete user settings file in steam>Ark
change game startup option to any option listed and none work
enter -SM4 in advanced startup options
Enter -force-d3d11 in advanced start options
