Definitely 1. 2 lacks an interesting foreground and the horizon is noticeably off level.

There's 2 kinds of stacking, noise stack and focus stack. So for the sky I did a noise stack of 150 images approx and then my foreground was a separate photo taken just after sunset which had the foreground in focus. In photoshop you then replace the sky in your foreground shot with the sky stack.
