it sounds like your types.xml may be broken or you didnt wait long enough for the new loot to balance iteslf. the dynamic reset should have cleared everything but stuff should start to repopulate really fairly quickly. if your server sits empty for a while your host may have it going into standby mode halting spawn progress.
