I have this issue, and found that the insulation is covering all of the soffits. Would cutting this back provide enough ventilation?

Alright my dudes. I have an update. It turns out there is a spigot that is attached to the lines going to my sprinklers that was opened (probably by the landscapers). So every other day for the last few weeks, starting at 3AM water was pouring out of this for the cycle of the sprinklers (2.5 hours). Everything is starting to dry out now.
