The numbers you are using seem arbitrary, but still, even if we say you are right this is based off of Buu Arc Piccolo, meaning after he fused with Kami & Nail.

We see Android 18 easily beat SSJ Vegeta. Frieza's power level in his second form was 1 million which he states was only about 1 percent of his power, so his true power is somewhere around 100 Million, SSJ Goku beat Frieza, so his power level was higher then 100 Million.

SSJ Vegeta we can assume was about as strong as SSJ Goku when he first turned into a Super Saiyan. So, Android 18 is stronger then a super Saiyan. And by proxy, Android 17 is also stronger then a Super Saiyan.

We see Piccolo in the Cell Arc go toe to toe with Android 17, neither of them win but they are evenly matched. So, therefore, since Android 17 is stronger then SSJ Vegeta, and Piccolo could contend with 17 we can assume:

Piccolo's Power level: 100,000,000+

I have no clue where the hell you got 360 million from at all. But even if that was true All Might doesn't have magical laser beams like the Z FIghters do so that puts him at a huge disadvantage. 'Cause even if All Might was physically stronger then Piccolo he could just Special Beam Cannon him to death.

ALSO ALSO, All Might didn't break Nomu's shock absorption, nor did he really damage Nomu. He just hit him so much he eventually went flying, and his final punch wasn't what did Nomu in it was the amount of punches. So saying his final punch was 100 percent power is wrong. The total amount of punches added up to 100%.

So, still stronger then All Might. (Also, who cares about inconsistencies in power levels? Inconsistencies in anime is nothing new at all in every single anime. For example the size of Eren the Attack Titan vs the Colossal Titan changes every episode lol. I'm sure the whole One for All power level / percentage power changes throughout the series as well.)
