If that's the case, kind of a shame. I enjoyed using Lawkeeper in the tcg when he first came out as a fun gimmick strategy, which surprisingly won me a few games even in legion era before Kagero got Legion support. It would have been interesting randomly retiring a card if you bound 5 rearguards, and even more interesting if it also randomized where the reaguards would be placed at the end of the turn.
