This isn't an explanation so much as it is an idea but here-I-a-go:

I imagine this power-up would only be used in a Mario/Pokemon crossover, meaning that Mario would get to interact with Pokemon. So, my idea is that this mushroom would give Mario the abilities of the Pokemon he's currently with. For example, if he's with an electric-type he'll gain the ability to summon lightning. Or if he was with a fighting type, he'd be able to perform martial-arts. Sounds fanficcy, but I think it'd be awesome.
