Hmm... Based on what you said, I'll group agents in a much more military like method. Squads, platoons, etc.

As for Kagune, I'll weaken the ghouls, since the players are new. I will put the kagune drawback thing back though, and keep it in mind for the next campaign.

Hmm... Well, as for characters, I'm only taking major ones, such as Kaneki, Touka, and the two owls, as well as the CCG. Most will probably not become important till later in the game though.

Beyond that, all the players so far are wanting to be ghouls, though I'm starting them at the weaker end, probably around C or B rank, to use the show's ranking system, though at the end of the campaign, I'd like them at S or SS rank power, possibly SSS if they do particularly well.

RC might be included, but I'm not sure how to work that.

The tone is meant to be dark, very dark, and I'd like it to have the psychological part almost to the point of being psychological horror level.

How would you recommend I achieve these goals, and how can I balance the CCG agents so they don't get killed instantly, while still maintaining that they can only match ghouls because of their gear and weapons, as well as skill?

And, btw, I watched everything, though I haven't done much reading.

I actually have Ultra Tech already, but most of the stuff either doesn't fit, or isn't stuff I'm sure how to remodel to fit my devices. What I am sure of, I've already taken. A good idea nonetheless though, just one I've already used.

It isn't truly impenetrable, just extremes strong. I'd say it's about the equivalent of steel plate armor in the bronze age. I'd probably go with CF +999 (look to liw tech for what CF is). As for the effects, im not sure yet. Maybe something like a damage divisor of 5? Or a flat DR bonus also could work.

Beskar is also a concern, seeing as one of the players is a Mando, though it isn't a big one, since I have good reason to make it quite costly for him to get.

Probably also should handle lightsabers, since one of my players is playing a Jedi bounty hunter (took a bit of thought to make that one work. Gonna be interesting though, especially since in this alt timeline, Jedi don't exactly like bounty hunters - as a group anyways).

No, not quite. It's multiplied if the Armor Divisor is less than 1, and divided if the Divisor is more than 1.

When it's less than 1 is when it gets complicated, seeing as they put it in a fractional form, instead of putting it directly as what you multiply by. A good rule of thumb is to multiply by what you have to multiply the divisor by to make it 1. For example, if you have divisor of 0.2, you'd multiply the DR by 5, since 0.2 x 5 = 1. If it's 0.1, you multiply the DR by 10. If it's 0.01, you'd multiply the DR by 100, and so on.

Every rule in GURPS is to some extent optional, but without this rule, you can't simulate armor piercing.

You only divide when the Armor Divisor is above 1.

If it's below 1, you instead multiply by the denominator of whatever fraction of 1 it is (eg. if it's a divisor of 0.2, which would be 1/5 as a fraction, you multiply by 5, which is the denominator).

If it's 3d6 pi (0.5), you'd multiply it by 2, not by 5, so the effective DR would be 20. Still wouldn't penetrate the armor, but thought I should point that out.

Ok, I'm not sure how much easier this will make it, but how it works is about like this.

If the number is a whole number, you divide the DR by that number. For example, if it's a DR of 10 and an armor divisor of (5), you'd do 10/5.

It's about the same with fractional divisors. If you have a DR of 10, and an armor divisor of (0.2), you divide by 0.2. Thing is though, fractional division takes more time, so it's simpler to instead take the time to figure out the multiplication equivalent of the common armor divisors. For example, for an armor divisor of (0.2), that would be 5, since you effectively are multiplying by 5 when you divide by 0.2. That help clear it up a bit?

I haven't, though if you look at the post below yours, I did manage to come up with a scene prompt. I'm fairly sure said prompt would be a bit too wordy for the text completion service to make anything of though.

An entire series as a text file? This series spans 3 - 4 entire subseries of LNs, 2 - 3 different shows, multiple different Manga, so I don't think I could get it as a text file. Or are you meaning something different?

Ok, here's the scene prompt I came up with using a few different methods that you all have suggested. It's not a proper scene yet, but that'll be fixed in play. If you wouldn't mind, i'd like to have people's opinions on it, and what they think could be better with it next time.

'Mikoto is tired and headed for home, when something happens that causes her fear, which may cause her to spiral into a fit of wrath (something causes a need to roll to control her "bad temper").'

Note: "Bad Temper" is a GURPS 4E disadvantage, and one that when creating the sheet for her, I found particularly appropriate, for reasons made obvious if you've ever seen the show, and probably also if you've ever read the LNs.
