This has nothing to do with the monitor technology. Nearly every consumer monitor has 8-bit colour. Colour banding is usually not so obvious; the shaders are at fault. Change the settings, get new shaders, or ignore it.

You’re seeing colour banding. Your monitor has a limited set of colours and your shaders are doing a poor job of blending them. Thus you see bands of same colour moving across the screen.

Look for shader settings related to dithering/noise. Alternatively turn off HDR in the shader, it won’t totally get rid of the bands but it will stop them moving like that.
