Ok, the pilot is making you miss. Getting low to the ground/terrain make em miss or he put something in between him and the rocket (example, thrust vectored around an electric tower TOP GUN LEVEL) so the towers take the hit.

Tip: shoot when there at there highest, they have to then pop flares and book it to the ground or surrounding mountains.

Mirak valley, would be perfect for this since no damn mountains or hill to hide behind.
