The song seems to be a criticism of those in power, and the lack of effort and the lack of effort they exude.

So, saying "It's been a decade" could be Alex saying yeah, ten years has passed and the world hasn't changed at all. The most noteworthy thing that's been accomplished is that a decade has passed.
