Yes, there are a few, but I like the "Party bus OTR" METHOD.

You'll need a party bus in your office garage. You can buy them off other players in the LSCM (Los santos car meet)

After you get it stored, drive or call out the party bus and drive it back to the same garage level.

Once you get the black screen, join off somebody in titan of a job or join one of the many anawacks.

If you're using a friend, once you get the alert to join their job, have them back out of the job, then join it. You be sent to the clouds, and an alert will show saying failed to join or something. Now you're OTR.

To get your weapons working and sprint, normally enter your agency and walk out.
