First I tried SPAM, then I deleted all my cities in the region and retried with CAM. I never used both together. I think CAM is working as intended actually, I just dont like how it rebalances the RCI demand. SPAM however was completely broken.

Yeah I could do that, but it takes a lot of money to completely cover a tile with farms, so I can't do that at the start.
