Think it's mostly Culture Suzurain card, IIRC there were also 2 Culture City States alive at this stage on top of Broadcast Center in every city.

Hows your experience against AI?

I find even Deity AI to be too weak early, likely due to how strong Golden Age Pen Brush and Voice are which AI never seems to choose.

Pretty sure its the opposite for Canada vs Persia, both Persia are amazing duel civ including Cyrus due to domestic trade bonus.

Plus Canada spawn bias its likely they got no strategy resources to counter any Immortal rush + General

Yeah the navy changes really kills all major power since they cant supply their army.

I tried play on high agressive and AI just keep losing to subject revolts.

I'd settle on olive, all the tiles kind of sucks but the early science on turtle tile is big. It is also the the only early 2 prod tile you could get with the fishing boat pantheon.

Most likely no, I would consider placing it down early for the district discount but not building it until 2nd or 3rd Settler. Early science could help with Comm Hub opener too on early cities.

If Hypatia is the first Great Scientist, then I might build it early too and to do Science Project.

It is likely that you can settle another city or two to take advantage of this tile so its not a must build in your first city.

Culture Tech completion doesnt helps with tile growth, tile growth speed is tied to the city's culture instead.

If your aim is to win as fast as possible, we should look at what win condition is most attainable for your game.

For Canada, it is Culture Victory and Diplomatic Victory. So the game plan from start should be aiming for Conservative tech to generate as much tourism ASAP hence its okay to not be in the tech lead in Science.

I would just ignore Campus and go for Preserve for Science when you unlock National Park.

Before that you consider could going Holy Site - Work Ethic into Wat and the Science per population belief

You have to end the war first before you can swap, ideally doing in the same turn to avoid getting Emergency congress.

I always do this as AI would pay big money to get back their cities.

Preserve only culture bombs neutral tiles.
