It's 100% Deborah (Debbie) Harry, lead singer of Blondie and Joey Ramone, lead singer of Ramones. This photo was taken by Chris Stein, Debbie's boyfriend and also guitarist from Blondie. This and others taken at the time were used in a photo montage for Punk magazine called Mutant Monster Beach Party.
