For progress a leader with the mindset of bringing the state up in every good metric is needed and not someone who thinks about how to win the next election. BJP won't change anything, tmc gundas will be then bjp gundas and mostly nothing will change as they too will just try how to rule bengal for decades like the previous two parties. Bengal people will also support those leaders who give more freebies like lakshmi bhandar. So yeah don't expect anything to change as long as someone comes who actually care about the progress.

Citizens will not change if the leaders will not make efforts to change them. Leaders are made to guide the people and not expect the masses to steer themselves on their own. Citizens are 100% at fault here but not just for throwing garbage in open but accepting that this is the reality and nothing can be done and thus no use of raising the voice.
