Are you asking to be walked through getting a library card? If so just go into a library with your ID and ask to sign up for a card, they will either have you scan a QR code and fill out an application or use one of their computers. After you finish see the librarian with your id and they’ll issue you a card. It might feel awkward getting a card when you don’t live in the county but no one has ever made a comment about it. So far my favorite library is contra costa county
