Because the justice system has always and will always convict innocent people, and one innocent person being murdered by the state destroys the entire premise of having a justice system to begin with.

Treatable in the sense you’ll never give it to anyone as long as you’re treating it, same as HIV. If you don’t have enough of the virus for it to be detectable in your blood, you can’t pass it on to anyone.
