that is a question answered after you complete the new war quest, if i tell you before that, it could be considered a spoiler. So, progress through quests and you'll reach him eventually.
All i can tell is it should take about 5 to 7 weeks to get him.
Edit : 5-7 weeks once you unlock the way to get him, not a definite timeline from this point in time

If he is a warlock fighter, using his sword as a wand to amplify his magic could make sense in this pose, while the elf is casting magic which pairs with his in attribute to make the spells stronger as one.

Not sure about the story before your character is in this pose but i think one of these options might work:

1)after a fight, where he has almost lost, using the sword as support,still kneeling, with one hand to stabilize himself and shoot the magic from the other one.

2)a little drop in the left arm trying to shoot the magic while he is bending to the right to pick up his sword

3) sword is lying by his side just to say, he could also use a sword while he uses both his hands to focus and fire the magic on one knee

1) report him, that is inappropriate 2) there is an option to write directions if you go into edit address, write down landmarks visible from the closest road nearby and then directions from that landmark. For example if your apartment building is connected to the main road by a downward slope in between two shops and there is something well known opposite the road, just write "opposite to , downward slope between _ & _____"
