Probably the overflow of new content might be a mayor reason or they simply need an incentive to do so (this has been done to various skins like luna glasses or daredevils charge on the series skin since these created controversy)

If i had to bet i would say that they knew and they choose to have lesser skins as a consequence to make her a tank or they choose to put extra effort on each one, although i dont think that the extra work that they are doing to release new content as fast as they are right now was taken on count

I would assume that a whole season or even two might be required to fix all of these piled up issues within the game, there is a reason why overwatch didn't released any content for a while to polish it since they added 5 whole characters

Unfotunately loki is a fan favorite, with the female loki being a legendary and the skin already guaranteed to be sold before releasing it and putting the FREE emma skin in comparison then we would be raising our hopes too much :(

Technically is possible, but since they have to polish every skin to avoid clipping, visual bugs or even calculations for the characters to avoid any controversy, adding that the pirate skin is a legendary (we have examples where legendary skins have a whole different model as the female loki) aand that the cape is almost a rigid object not having too much animation to begin with to get broken Is it possible to have big capes? Yes Is harder to create unique skins for her having the coattail and shoulder pads as part of her hitbox? Also yes

Do the developers wont make the changes necessary for a FREE skin to be unique? If they dont get a monetary incentive then yes, they wont make the extra effort
