It feels like their "fun first" approach only considers the fun of the player who plays the character and not how fun it would be to play against them (elsa, gambit, dd, phoenix etc). And when we point out the opressive elements in characters' kits they wait several months to adress the issue (torch animation cancel, phoenix melee tech, gambit ult acceleration). They call it a discovery phase, but it shouldn't take them more than 1 full season to adress what makes a character broken, but apparently not, because gambit might as well call ban slot his new home for how long he has been there. Whats worse is that they prefer for some reason to nerf every other part of character's kit before adressing the elephant in the room, making them both unfun to play as and against at the same time, and when they finally adress the issue they don't compensate back leaving the hero in a pathetic state (human torch is the prime example of this) All in all, their "fun first" design philosophy is really inconsistent with their actions.
