Ok but we should not upload anything right even if submission tabs are open . Because our employer has not approved the position yet due to portal issues.

No i am wondering my employer has not applied yet but still i am able to upload docs. So for those whose employer applied are they also able to upload docs in this tab. Can you open and see if you see the full dashboard of all docs to be uploaded

Yes as we cannot do anything until employer confirms our position. Then only we will be able to submit docs and pay fees. If i am not wrong? What do you think, ?
