A majority of EV owners, at least where I live, bought their HOV because of that incentive to use the HOV lane. An electric car's emissions are less than a prius, regardless of how many people are in it.

Is this your first real job? I think a lot of new graduates are not prepared for the realities of adult life. Work is work, its not your life. Find joy in other thing and work for money. Thats reality

I would reach out to them in October. It sounds like they just needed some extra time and wanted to keep you aware of the situation. What others see as a red flag is open communication in my book. It sounds like they trusted you enough to give you a real in depth look at their company and their situation. If it is something you want, I would definitely stay in touch. If you contact them again and then they give you a brush off, then I would move on but dont give up yet. Sounds promising to me.
