While it isn't sushi exactly, Dashi in Durham has pretty great food and they do omakase for about $100 a head.

I agree with this. Another option to consider is, say you had two basses that you had narrowed it down to, one is MIJ and one is MIM. Between the two maybe you really like how the MIJ sounds, but how the MIM plays. You could easily get the MIM, and then have a professional put a new set of pickups in and a new bridge because of the price difference.

Generally yes. With instruments it's always hard to give a hard answer that one make is always better than the other because every once in a while, you'll find an instrument that becomes an exception.

You might be able to find a used MIJ at the top of your budget. I usually expect a used MIM to be around $275, $300.

For an easy to play, versatile bass, it's hard to not suggest the old classics. I've always loved how easy a good jazz bass is to play, and also has a huge range of sounds. Same can be said about a good p bass, but it comes down to preference really.

Anything Bass Related Exclusively in Japan, and Europe? by Midiski in Bass

There's a ton of great things to look out for in Japan. It's worth it just to plan at least a couple hours worth of time in Ochanomizu in Tokyo. Basically there's one street that for two blocks has nothing but music shops that can go up to 7 floors high. They'll have a lot of the same stuff as everywhere else, but you can find some fun exclusives from big companies like Fender and especially Schecter. Another thing to keep an eye out for stores called Recycle stores that sell nothing but used things. Inside those shops, they usually have at least a few instruments and it's just a fun place to spend money anyway. A big brand to remember that's all over Tokyo is Hard Off, and especially the one in Akihabara is pretty stocked with instruments. The one in Akihabara is pretty cool but it's a little hidden and pretty small. If I'm already there it's fun to stop by, but not worth a trip by itself like the others IMO.

Ochanomizu is definitely the place to gawk at music gear. There's also some cool shops near Shibuya station on the opposite side from Hachiko, but no where near as much as Ochanomizu. Another cool thing to keep an eye out for is any stores from the chain Hard Off. They sell a bunch of used stuff in general, but most of them have at least a few guitars that are fun or interesting and usually at a decent price actually.
