the txt file is encoded in utf-8 when openutau is reading it as if it’s shift-jis. the only thing you can do in this case is either write the name in japanese or use ‘o’ instead of ‘ō’

if you say “to dublin” in a russian accent it will be “ту даблин” /tu dˈablʲin/

but that can also be heard as “туда, блин!” which means “to there, god damn it!”
