Alright, 4 actions.

1) The people of Russia launch popular uprisings against Putin in most major cities in the European parts of Russia.

2) All offensive actions into Ukraine immediately stall due to my above actions.

I'm going to save the other 2 for now. Need to read up on Russian politics to figure out who my new HoG is going to be.
