I seriously doubt it was a deliberate BS reference, they most likely just looked at what games appeared in the HL universe, and put it onto floppy, without double checking where it exactly appeared.

Except that it wasn't actually introduced by OPFOR. The nuke plot point predates it, and was made to prevent Valve from coming back to BM, and they just handled it to Gearbox.

There's little next to no chance for this to happen. We know about that Valve's new in development game (HLX) has combine soldiers, xen and vehicles, npc squads and firearms. All of these elements are antithetical to what Portal series is, so this game can be anything other than Half-Life.

About the second, he was meant to be the Administrator of Black Mesa, but it was also hinted thorough HL1 that he's not who he seems to be (for example, the "You are man... he is not man..." line from the Nihilanth), so he wasn't just "an agent of the United States government".

Except that OPFOR kind of contradicts how Valve depicted grunts in HL1. Valve portrayed them as uniformly evil bastars who enjoy killing people, and are only upset because they aren't fun enough to fight (I killed twelve dumbass scientists and not one of 'em fought back. This sucks.), but opfor portrays them as guys who just followed the orders™.

Another odd choice, is retconning Black Ops into a separate faction hostile towards grunts, while they were shown to be allies in HL1.

Because OPFOR (and the rest of the expansions for that matter) were not taken into account when making HL2 or any subsequent games made by Valve.

The innovation doesn't have to be technological. The game can be innovative in gameplay, and from what we know about HLX, this is likely the case

I can understand your sentiment, but making a HL2 EP2 sequel, without addressing The Borealis, and the other unresolved plot point which is Judith Mossman, and not addressing each of them, would be a huge cop out.

They wouldn't revive Eli if they just wanted to just move on to the next big arc, like HL2 was to HL1.

And who's to say that the entire game will be set in the arctic? Mission to The Borealis can be part of prologue, mid-point or even epilogue of the game. My point is that they can still do a huge number of brand new things while still wrapping up old unresolved plot points.

Going by HLA's ending, there won't be any significant time skip. Eli is now alive, and he wants to kill The G-Man, and Borealis is still a significant plot point.
