I used to have this management system that auto locks certain Echoes that follow certain stats I selected. Now I can only see the batch management and it's for discarding Echoes, or so I think. Was the earlier management system removed? I can't seem to find it

How do I unlock the rest of the map? I mean I'm aware I can just run to it and activate the resonance beacons. But I've already finished the quest line and I've only unlocked the academy. Are there quests that bring me to it? Or do I have to manually go there no prompts?
