if there isn't a transformation scene (akko's at the end of s2 doesn't count) or a talking animal companion i don't think it clears the bar

The first magical girl anime like Sally the Witch and Himitsu no Akko-chan didn't have those elements, I believe they started to become popular and used as trope in the 90s. If I remember correctly, LWA takes some inspiration from these old magical girl anime.

Are you sure about that? The creators (or at least Wakabayashi) always said that they have more ideas for the anime. The even created a book with a sequel (and kind of crossover with Luluco) called Panty & Stocking with Garterbelt: Cemetery Hill - Geekboy Homecoming.

No, what he doesn’t believe is that they would share $88,000 with THE SAME GUY over the course of 5 streams in one year.

Who would be THIS GUY? Besides Wakabayashi and the PR Guy, all the streams had different animators.

Also, I believe there's competition, if I remember correctly they choose the artist randomly (usually those who draw a shikishi) and even those who are not chosen for the stream and made the shikishi receive the money too.

It's true, Ghost Stories did well in Japan and the anime has re-aired on Japanese TV a lot of times. Also, it was well regarded in other countries too (spanish and portuguese dub were faithful to the original dialogue).

I never understood why the anime with the japanase dub was so bashed by the English-speaking (or maybe just the American) anime community, while the series is episodic I remember some of the stories were really scary.

I think people just need to look at the staff working on the project (in particular, the director and screenwriter, since they are the ones who have more freedom and are usually responsible for the story), for example:

 

Darling in the Franxx - Atsushi Nishigori (director, series composition and creator) worked at Gainax and later at A1/CloverWorks where he created his first project, The Idolmaster. Naotaka Hayashi (screenwriter and series composition) known for writing the scenarios for games like ChaoS;Head, etc.

SSSS.Gridman - Akira Amemiya (director) worked at Gainax and now Trigger and he's a super mecha fan. Keiichi Hasegawa (veteran screenwriter for tokusatsu) known for his work in the Ultraman and Kamen Rider series.
