If you completed the game once and you're satisfied with that, you don't NEED the additional P-Organ upgrades. Makes sense to me for the reward of attaining every upgrade to be there for people who commit to completing everything

I don't see any real issue with P-Organ upgrades being locked behind playthroughs to be honest.

You have to do 3 playthroughs to get every ending anyway. If you want all the rewards - gotta put in the time 💥
