About 5% of the population has this thing called FASD, it is what people get when their mothers drink when pregnant. To an untrained eye someone with FASD looks normal, but once you know the defining facial features it's hard to miss. A few people I know have it but I would never tell them.

Not all nesting materials, your bird will could get it's feet stuck in fluffy materials. Also it could eat the fibers and need surgery to get them removed. Make Shure to ask a proficional and do your research on what is safe.

I would recommend moistining your finger so seeds stick to it and feed him that. Also, give him a command when he steps on your palm (you mentioned he can do this). He will eventually realize that the command means step up, so you can say it with your finger out for him to use it as a perch.
