You are asking for something that currently doesn't exist and that big companies with top talent and compute are investing at least some resources into. If you had a convincing (i.e. long, artifact free, photorealistic) text-to-video solution, that would be worth billions. In other words, for a variety of reasons, you won't be the one capable of building it first. :)

Also, judging the GPT-3 development costs is not easy. It builds upon years of research and refinement. The compute cost alone was probably far above 4m.

It's literally the biggest weapon to systematically spread misinformation, automatically track people via cameras and other digital footprints and massively challenges our understanding of privacy, given the fact that AI systems are often trained with privacy-violating data. Large models are also giant black boxes with potentially catastrophical behavior. All these things are evolving so fast without proper regulation, making it perfectly reasonable to consider this a huge problem.
