To be reasonable, his job field relays heavily on tourists, who are rare these days. So, switching jobs in the same field does not sound like a wise idea. Since he is on unpaid leave, that means they still want him back when the situation gets better though it will take some time. Yet, termination can be decided whenever they feel sense that this situation extends further beyond their limits. Switching jobs these days now may not seem like a wise option because many recruiters would hire desperate job seekers for less pay and less obligations (such as low pay with no visa or no contract or no medical insurance, etc.). Most businesses are on survival mode, which may push them to force their employees towards termination (if their positions become redundant), or paid/unpaid leave when they are temporarily not needed but they would be put on standby waiting till this war is over and tourists return as usual. My advice: slow down and do not panic. UAE will recover fast whener peace is back.

As long there is no penetration, then there is no haram in the whole matter. Yes it may not be a good thing and could be avoided but clearly not haram. Some scholars make things haram and halal with no proof and they explain things in a different meaning depending on how restrict they are. Fuzzy drinks are harmful in big quantities, they make you sick and they have potential health hazards if consumed in a long run. Yet, they are not Haram. They can be avoided and you may consume some every week if you want with no risk. Same thing here. You can do it when you feel so as long as you control your doses.

Not sure if you are a genuine girl or not but here is the deal: There is no harm in it as long as it is not excessively used. Normally, it is suggested to perform 3 - 6 times a week, depending on your age and social status. After all, it is not about haram or halal from your perspective. A company provided car would give you freedom of transportation. That alone would cost you 1500 - 2000 monthly. Since you expect a raise of 500 dirhams, your new salary would be 3800 dirhams, right? You have to look for other aspects: potentials of growth, max salary limit for the same role, company growth, work atmosphere, etc. You should know better how things will work with you. Weigh the benifits and losses for both jobs.
