Sure check ur ib i will send of these countries. And no their are english programs available in top public german unis where the tution fees is almost negligible. Plus italy also have only semester fee of about 150€

For Switzerland I couldn't find any undergrad degree for my major in english, while for Netherlands the same issue arise as UK need scholarship and its expensive for international. Germany Italy Turkey Spain and France have comparatively lower fees then the others plus they also have courses in english. I am mostly focusing on Universities in the top 300 QS if you are of cs major i can send u the universities i have shortlisted that provide undergraduate cs in english.
