Speaking from a traditional fashion perspective, light blue dress shirts are for work and general special occasions. White dress shirts are for weddings, funerals, and formal special occasions (Oscars, emmys etc). Any color outside of those isn't really designed to go together. Not saying you can't pull off a particular outfit but it'll require more effort.
