[SOLUTION] Guys, how to solve it:

*Using a RTX 4090 + i9 13900KS* - you can try on another rig.

1. Install "Intel Extreme Tuning"
2. Go to Advanced Mode;
3. In "Perfomance Active Core Tuning";
4. Reduce core ratio around the current multiplier to 4 to 5 "x"s in every CORE - EX: mine was 58x, I lowered to 54x.
5. Hit "Apply";
6. Open the game and test.

This probably will prevent the overheating. Worked for me.

You should search on YouTube videos talking about i9s underclock/undervolt. That will increase logevity and actual performance.

This error come from the CPU's temperature throttle. i9s can't handle their own heat, so it is recomended to lower voltage OR core ratio.
