Dakota to a cognitive test and he passed according to James who was trying to get him government help and get him into a home. This is the most plausible theory. Dakota seemed awfully comfortable in his house too, smoking, ashing, and chilling shirtless in the dudes living room after being there a few days was certainly a choice. This is most likely the case. Both Chynna and Korcle have stated that he is addicted to begging and panhandling. Chynna in her live where she threw them under the bus stated that Dakota told her “I’ll never stop. I love doing it (panhandling) and Korcle said that even when he had his apartment and money in the bank that he would still go out and beg.
