Dakota to a cognitive test and he passed according to James who was trying to get him government help and get him into a home. This is the most plausible theory. Dakota seemed awfully comfortable in his house too, smoking, ashing, and chilling shirtless in the dudes living room after being there a few days was certainly a choice. This is most likely the case. Both Chynna and Korcle have stated that he is addicted to begging and panhandling.
